Mechanisms of Horizontal Integration


1) The Commission for Sustainable Development (NCSD) provides a forum for stakeholder involvement and was most instrumental in the preparation of the NSDS. Representatives from national ministries and other governmental institutions participated in this Commission. Since 2009, the NCSD has been reformed in its functions and composition and has been announced as an independent body from the government. The Commission comprises of non-governmental stakeholders and the commission prepares analytical reports on different SD issues.

2) An Inter-ministerial Working Group, comprising representatives of ministries and the Estonian Statistical Office, has been established in order to coordinate SD issues (e.g. implementation of the NSDS, National Progress Report of EU SDS implementation, SD indicators and monitoring, etc). The working group is chaired by the Strategy Director of the Government Office.
